Applications are invited for a career opportunity as Senior ICT Officer – Data, Business Intelligence and Automation. This is an on-call role and the officer may be required to provide after-hours, emergency or scheduled support where critical reporting, application, automation, integration, data, business system or digital services issues require urgent attention.
The primary function of the Senior ICT Officer – Data, Business Intelligence and Automation is leading the Company’s data management, reporting, analytics, application development, automation and business intelligence functions. The role ensures that the Company can access reliable, timely and meaningful information while using technology to reduce manual processes, improve workflows, strengthen integration between systems and support digital transformation. It supports the Company’s transition toward increased automation, integration, self-service reporting, application modernization and data-driven management. The role also supports the Chief Information and Communication Technology Officer (CICTO) in preparing budget estimates, resource requirements, procurement justifications and expenditure forecasts for data, reporting, application development, automation and integration initiatives. It coordinates with the Senior ICT Officer – Cybersecurity, Governance & Compliance on security, privacy, access control and data protection requirements.
Qualifications, Knowledge, Skills and Abilities Required
A degree or diploma in Information Systems, Data Analytics, Business Intelligence, Computer Science, Information Technology, Software Development, Business Administration or a related field.
Five (5) to seven (7) years’ experience in data management, reporting, analytics, systems analysis, business intelligence, application support, software development or automation initiatives.
Experience in developing or overseeing dashboards, reports, internal applications, workflows, integrations or management information outputs and working with business users to define reporting, automation, application or process-improvement requirements – experience with data governance, data quality, secure development, reporting standards or system integration would be an asset.
Supervisory or team leadership experience; Microsoft Power BI certification, such as PL-300; Data analytics, business intelligence or database certification; Application development, secure coding or systems analysis training would be an asset.
Microsoft Power Platform, Power Apps, Power Automate or equivalent workflow automation training; API integration, low-code/no-code, AI or digital transformation training; Project management or business analysis training would be an asset.
Strong analytical and problem-solving skills and the ability to translate business needs into reporting, automation, application and data solutions.
Strong understanding of data quality and reporting controls and a good understanding of dashboards, KPIs and management information.
The ability to lead application development and automation initiatives in a controlled manner.

Duties and Responsibilities include, but are not limited to:
Data, Analytics and Business Intelligence Leadership
Develop and maintain the Company’s data, reporting and business intelligence approach in alignment with the ICT strategy.
Lead the development of dashboards, reports and analytics to support executive, operational and departmental decision-making.
Promote the use of accurate and timely data as a business asset across the Company.
Establish reporting standards, KPI definitions and data quality expectations.
Identify opportunities to improve efficiency through better use of data, automation and system integration.
Support the CICTO with data-driven insights required for ICT planning, performance reporting and digital transformation initiatives.
Application Development and Automation Leadership
Lead the development and support of internal applications, digital forms, workflows, automation tools and reporting solutions.
Identify manual, repetitive or inefficient business processes that can be improved through automation or system integration.
Oversee the design, development, testing, deployment and documentation of approved application and automation solutions.
Ensure internally developed applications and automation workflows are secure, supportable, documented and aligned with business requirements.
Promote the use of approved low-code, no-code, scripting, workflow and application development tools where appropriate.
Support the transition from manual spreadsheets and paper-based processes to controlled digital workflows and integrated applications.
Systems Integration and Digital Transformation Support
Support digital transformation initiatives by identifying where applications, automation, reporting and integration can improve business processes.
Provide data, application and automation input into major projects such as, but not limited to, HRIS, ERP review, Microsoft 365, AI-enabled SCADA reporting and other modernization initiatives.
Work with application, infrastructure and cybersecurity teams to support secure and effective data flows between systems.
Assist with integration requirements where reporting, analytics, workflow automation or data exchange is required.
Support controlled self-service reporting and self-service automation where appropriate.
Ensure digital solutions are developed with appropriate ownership, support arrangements and documentation.
Reporting, Dashboards and Management Information
Oversee the design, development and maintenance of management dashboards and operational reports.
Ensure reports and dashboards are accurate, timely, useful and aligned to business requirements.
Support reporting for finance, HR, operations, maintenance, customer service, ICT, cybersecurity and executive management.
Assist departments in defining KPIs, reporting needs and performance indicators.
Improve reporting automation and reduce dependency on manual spreadsheets and repetitive reporting processes.
Data Governance and Data Quality
Develop and maintain standards for data ownership, data definitions, reporting sources and data quality.
Support the establishment of master data and reference data standards where required.
Identify data quality issues and coordinate corrective actions with system owners and business departments.
Maintain documentation of key datasets, reporting logic, data flows, dashboards, workflows and automation processes.
Ensure reports, dashboards and automation solutions use approved and reliable data sources.
Support proper retention, access control and traceability for key reports, datasets and business information.
Application Development Standards and Support
Establish standards for application documentation, version control, testing, change management and support handover.
Ensure new applications and automation workflows include ownership, support arrangements and access controls.
Review application and automation requests for business need, security requirements, supportability and alignment with ICT priorities.
Coordinate with the Senior ICT Officer – Cybersecurity, Governance & Compliance to ensure internally developed solutions meet security, data protection and access-control requirements.
Maintain an inventory of internally developed applications, workflows, scripts, dashboards and automation solutions.
Ensure application changes follow approved change-control and release procedures.
HRIS, ERP and Enterprise System Support
Provide data governance, reporting, automation and integration support for HRIS acquisition and implementation.
Support ERP review and modernization activities from a reporting, analytics, workflow and data availability perspective.
Ensure new systems include proper reporting, dashboarding, automation, integration and data quality considerations.
Assist with data migration readiness, validation and reporting requirements for enterprise systems.
Support business departments in identifying reporting and workflow improvements arising from new or upgraded enterprise systems.
Supervision and Team Leadership
Supervise the ICT Officer – Software Development & Applications and ICT Support – Data & Reporting.
Assign, review and prioritize reporting, analytics, application development, automation and data-related work.
Support training and development of staff involved in reporting, data, application development and automation.
Promote documentation, consistency, secure development practices and knowledge sharing within the team.
Provide performance input and technical guidance for assigned staff.
May be required to act for the CICTO when required and authorized.
