The Barbados National Energy Company Limited (BNECL) invites qualified agencies to submit proposals for our Expressions of Interest for the Provision of Inline Inspection Services for seven (7) pipelines.
This RFEI is issued to inform interested parties of the plans of the BNECL to evaluate the integrity of seven (7) pipelines within its portfolio. The RFEI will be used to screen and shortlist five (5) vendors to subsequently respond to a Request for Proposal (RFP) for the provision of pipeline inspection services. The pipeline inspection services will include, but are not be limited to: -
- Evaluation of the ability of the Inline Inspection technology to traverse the pipelines and evaluate metal loss, deformation, and other pipeline defects, including but not limited to weld and longitudinal defects.
- Prepare procedures for cleaning and inspecting the pipelines.
- Clean the pipelines and train the BNECL’s staff on maintenance pigging.
- Conduct a debris assessment on completion of the cleaning program.
- Evaluate the risks and hazards associated with the inspections and conduct a mitigation response in collaboration with key stakeholders.
- Provide the draft and final reports within two (2) months of completion of the pipeline inspections.
- Provide actionable recommendations to mitigate any injurious anomalies and defects following industry standards (United States – Department of Transportation).

Submission Deadline:
